READ Chuck is his own words at Union-Tribune Click here Given the recession and its effect on the city budget and workforce, what do you propose as a long-term fiscal fix?Of course, we must go into negotiation with our various labor groups, with the outcome to be one of mutual benefit to all Oceanside residents and employees. As a city, we must retain essential services including safety, park, library and others. Budget cuts must be done precisely, considering not only cost but also benefits that might be lost. The City must retain "municipal memory" so any turnover in City staffing does not lead us into more and more studies. There is no need to do the same work numerous times simply to spend money and make "busy work" for staff and favored consultants. We must also collect monies owed to the City that are currently uncollected, like TOT on party houses and private vacation rentals, and annual fees for cell towers (licensed but not inventoried, under annual renewal agreements but not being billed even though the operators have agreed to pay each year). |
